Job Title: Outreach and Community Analysis Specialist
Department:   Economic Development
   
SALARY: $3750.00 per month maximum

Minimum Requirements:
Bachelor’s Degree in Business Administration, Public Administration, or a related field AND one year of related experience. An equivalent combination of education and experience may be substituted.

A valid PA Driver’s License is required prior to appointment.

Duties:

  • Implements and enforces Federal Labor Standards as set forth in the Davis Bacon Act, Copeland Act, and the Contract and Work Hours and Safety Standards Act. 
  • Ensures that all changes in prevailing wage rates are incorporated.
  • Reviews weekly payrolls for discrepancies in fringe benefits, wage rates, and weekly computations of pay deductions.
  • Maintains Labor Standard Enforcement File and database for contractors awarded contracts by Allegheny County.
  • Withholds payment on contracts if contractors are found in violation of labor standards, and ensures restitution of underpaid wages and fringe benefits; collects restitution from contractors for underpayments to employees.
  • Ensures labor and EEO compliance and investigates complaints made by employees against contractors.
  • May act as liaison with the Department of Labor, Internal Revenue Service, HUD, and the Department of Justice in the investigation and prosecution of contractors who violate federal regulations. 
  • Ensures that the County MBE/WBE goals on minority, female, and disadvantaged business participation are achieved by agencies, developers, and construction contractors.
  • May serve as a community spokesperson for the Department Director on matters related to minority, women owned and disadvantaged businesses’ participation in county related projects.
  • Coordinates and maintains data on Department M/W/DBE participation; prepares required reports.
  • Prepares periodic status reports as required or needed.
  • Performs other related duties as required or requested.

Knowledge, Skills, and Abilities:
Knowledge of:

  • Related laws and regulations, i.e., Labor Compliance Laws, the Americans with Disabilities Act (ADA), Davis-Bacon Labor Laws, Contract Hours and Safety Standards Act, Fair Labor Standards Act, EEOC regulations, etc.
  • Microsoft products, including Word, Excel, and Outlook; the Internet

Ability to:

  • Communicate effectively orally and in writing
  • Use Microsoft Office proficiently
  • Develop and maintain positive working relationships with all levels of staff
  • Work with the public

 Residency: Must become a resident of Allegheny County within one (1) year of appointment.
