Aging Waiver

The Pennsylvania Department of Aging (Aging) Waiver (formerly known as the PDA Waiver) program is a long-term care option for income-qualified individuals who are eligible for placement in a nursing home but wish to remain in their own home or other community settings.  The Aging Waiver is designed for Allegheny County residents, aged 60 years and older, who meet the following requirements:

  • Require services typically provided in a nursing home as determined by an Area Agency on Aging (AAA) Assessment process.
  • Meet all financial eligibility requirements for participation in the Medical Assistance Program, as determined by the County Assistance Office.
  • Can be safely served in a community-based program at a cost no higher than 80 percent of the average Medical Assistance payment for nursing home services in Pennsylvania.

Life Programs

Long-Term Care CAPITATED Assistance Program (LTCCAP) provides all-inclusive medical and supportive services based at a special day care center. There, a team of healthcare professionals is available to meet the individual’s health and physical needs. Currently, two area service provider agencies provide and coordinate all the support and resources for eligible participants to keep them as healthy and independent as long as possible in their own neighborhood. Participants must be:

  • At least 55 years of age
  • Eligible for both Medicare and Medicaid or have the ability to private pay
  • Assessed by DHS AAA as requiring nursing home eligible
  • Able to live safely at home with the help of the program
